They have to have their parents consent to do such a thing. Any doctor should know that. If it happens without consent of the parents the doctor sets themselves up as a liability. There's so many backdoor unlicensed butcher shops that perform these procedures one can avoid the doctor.

So when Rand Paul asked Biden's HHS appointee, Dr. Levine, if parents should be consulted before a doctor performs sex change procedures on their minor child why would she not answer the question?
