Yes those pools actually get there stabilty from the water in it later.

If they fill it up it will need a ridiculous amount of 23.000 liters of water. How long is that gonna take with a standard water hose?

Well a standard water pipe gets you about 1.500 - 2.000 liters an hour. So half a day it will take with the garden hose
