If an intended recipient has her/his profile setting set to NOT accept private messages, then they cannot receive your communications. That is in a user's personal settings, where you can do many things. You can also disallow followers, and do a bunch of other things to customize what you see on CC (blocking assholes from even appearing in the threads, etc.) I am certainly not an expert on this software, but if you have a question or a problem we'll find out what the answer is and help you with it.
