In theory, the decisions of the caliph - also referred to as the Prince of the Faithful - would be binding on all groups across the muslim world. So, let them establish their Islamic state. In theory, it is binding on all muslims. Great, we won't argue that point, in fact we will support it. We won't however support dual citizenship, so 'foreigners' will be deported back to their own country, including the State of Islam. That would mean that what used to be called terrorist acts committed outside the borders of the State of Islam are now a declaration of war. That would allow us to formally declare war and, even with our antiquated rules of engagement, at least we would only have one hand tied behind our back. Interesting idea.
