It would surprise me if they already have some Super Cells in the US already. They're just sitting quiet not to draw anyone's attention toward them. They've let countless Iranians in the US over the Years they don't know of who is capable of doing what.

All Foreign Troops are being expelled. They just didn't give a Timeline as to when this expulsion is going to take place but it likely won't take them very long to come up with a date to have them leave. Nobody wants another War. They Underground World don't care who they attack as long as they get paid in advance. They won't attack the Government sources directly but they'll likely go after Crippling the Private Sectors.
