I agree with you in this apartment there is nothing they do not need to punish them we do not look at them and in the long run the site will see that there is a problem with them

This one is debatable in the sense that the tenants can, and do, purposely cause "power failures" as they see fit. All it takes is for them to turn off the internet modem or router. A simple flick of the switch. 

But still, a subscriber doesn't really pay for an unencumbered view of the cams nearly as much as they pay for a view that the tenants consent to.
