This one is debatable in the sense that the tenants can, and do, purposely cause "power failures" as they see fit. All it takes is for them to turn off the internet modem or router. A simple flick of the switch. 

But still, a subscriber doesn't really pay for an unencumbered view of the cams nearly as much as they pay for a view that the tenants consent to.
