One was Locked and the other was Unlocked. When 12:00 Midnight Eastern Time Arrived the 2018 one locked and the 2019 became unlocked. They were the same in each apartment topic for RLC and VHTV Apartment Topics. They all changed at the same time. Everyone on the Forum is from different time zones so it's not New Year in every place. Take Hawaii for example they are still at Dec 31 8:10PM and California is Dec 31 11:10PM
