He was clearly on some heavy drugs he also openly pass some drugs to one of his guest 

He was so doped out of his mind he didn't realize that the camera was in clear sight in the kitchen

They pretty much will do the samething they did to mr.art&arianda to Kimberly&charles 

There is only so many violation warnings they are going to get especially if it involves drugs
