The thing is, all of the one's managing to illegally get across the border now, are not all from Spanish speaking countries. Although a majority have been so far, there have been quite a few of others from other countries as well. They just happened to apprehend several that were from Yemen last week that were already on the terrorist watch list. They already know that they are not apprehending all that are managing to get across the border. They already know that there have been thousands that they have not been able to manage to apprehend while being baby sitters to all the ones they have been able to so far.
