THEY (the Republicans) didn't spend it--some of the legislation was bi-partisan--so THEY--Congress, both Republican and Democrats spent it.

Regardless, since the money was allocated and spent or to be spent--the debt limit should be increased to cover the total debt as it now stands-but not increase it to allow for future unlimited spending.
