Just because there is an 8.5% inflation rate, that does not equate to the same increase in operating expenses---property taxes, utilities (which most tenants pay for except maybe water), for example. Others invest in real estate, so that they'll have some sort of steady income. To do this, they often mortgage the place. So they're not just having to suck up the costs of the operating and maintenence expenses, they also must pay a back back a montly mortgage. If tenants don't pay the rent, the landlord loses the property. Then the banks take over. Then what do you think happens? Yep, the banks raise the rent or convert the property to commercial uses.
