Maybe, thats just a rough guess, there is some kind of lets say agency working for all three (VV,VH,RLC) sending interested people to those sites. So when its same company working for VV and VH it is quite normal that they reuse some parts of code. I am a tech guy too and its quite common in my company to reuse code for different customers.
