it depends on what caused the overload,it could be the ring main for the lights as they are on a seperate ring from the ground (plugs)

by the looks from out the window a whole area blacked out.

Conspiracy theory or not the fact that this is the first truly signifcant event there and we have nothing to see. What is already getting common

i think it was a genuine power failure,i dont know what voltage they use there,but a surge of current caused a temporary shutdown of the local substation,just that block could be affected whilst power is on eleswhere,it has happened to me many times before,it just depends on the feed to that block
