They were able to get vaccine to the public sooner because of a U.S. (Trump) policy that paid for large quantities of vaccines to be produced before the vaccines had even been tested. Normally, drug companies do not produce large quantities of a vaccine until it has been tested and approved.

I guarantee you that U.S. troops will not leave Germany while Biden is president. Under Biden the Pentagon will get it's way, and they want troops all over the world. In addition to not withdrawing troops from Germany, Biden will most likely get the U.S. militarily involved in the Syrian civil war again.
