Poor setups for cameras and lighting plus too many blind spots (which again comes down to a poor set up!) means that people just stop watching, which means less money for tenants, which means less motivation to make an effort to entertain, which means a constant turnover of tenants with new people coming into the same setup in apartments which just starts the cycle all over again!
