You can't just stick a cam on a wall and call it good, but so many of them do. Putting cams high on the wall is never a good idea unless there are 2-3 other cams surrounding the area. It's probably a good idea that VH doesn't get involved with it though. With so many apts, it's probably a good idea to let managers and tenants fall on their face all by themselves sooner rather than later.
