9 Liters is only a case of 18x500ml bottles of water.  She'll likely take it on the flight home with her.  Water is not a Banned Substance.

There are 6 bottles per 1.5 liters. Cheap mineral water. (Cam 10, between Bed and Wall). No one takes that home with. Unless he goes by car from Spain to Ukraine.

 You can take a bottle of water on the plane, just not through security. You could for instance take an empty bottle through security and then fill it up at the gate.
