If I recall correctly several years ago a guy who claimed to work for RLC posted an ad somewhere online and used his real name. Some CC users found the guy's VK profile it said that he was from Russia. I don't know if it's true, but I've always assumed the owners were Russian.

I don't believe that they are an American company. They are registered in the British Virgin Islands, and my understanding is that the BV Islands are often used as tax shelters and by "shell companies" to hide their true ownership. In other words, we don't really know where they are from but I believe they are based somewhere in Europe. They might be using 100TB as a CDN to service North American traffic, that doesn't necessarily mean that they have a physical presence in the U.S.

It will be interesting to see how this plays out. I think it's still too early to come to any conclusions. This could be a temporary hosting issue, or it could be a permanent shutdown. My money is on this being a temporary issue. If it were a permanent shutdown one would think that RLC would have posted a notice.
