They only provide the infrastructure. Due to the nature of a cloud you can't see what is run inside it. So that won't be a problem.

Yep, we be boned, those are lost forever. That is highly unlikely as the problems are always global and I doubt all places at once have problems with bandwidth. The chunks are lost from the distro servers to the users. As I doubt there is any long time storage of stream on distro servers these chunks are lost forever.
