Different business structure between the two companies. For the most part everyone on VH is self managed, so taking an apartment off the list when a rule is broken directly impacts that tenants pockets. RLC manages all the apartments themselves, so taking an apartment offline will directly impact their own pockets. Things like this don't happen often on RLC. 1
