But what they are doing is the exact definition of teasing. I don't see what they're doing as either positive or negative. 1

Viewers will call it "teasing" because they get frustrated but it is really entertainment whereas the voyee (is that a word) might call it "teasing" because that's a nice gentle term. Of course in another situation "teasing" has negative connotations but then that is a different context, and this is clearly fun sexual teasing.
