It looks like she might have drawn some sort of mental line like "it's not cheating if it's only hands and there's no kissing, and therefore I don't have to tell my boyfriend." The only hands part could be just taking it slow, but the no kissing part is weird and she seems to actively avoid it. I've known girls who have done that before.
