As StnCld has said, VHTV requires the use of the CamCaps Attachment
Center - the little paperclip at the bottom of the post box - to post VHTV
videos in their topics and you have to be a Premium member to use that
method. But, anyone can use either the Attachment Center or a third-party
host to post VHTV pictures.
Here are a few more host services you may want to check out. All of the
following sites allow files of any type, i.e. pictures, videos, GIFs, audio
files, documents, etc., to be uploaded. Just don't use these hosts to post
VHTV videos in their topics.

and large files. With a free account, they give you 50GB of storage
space for your uploaded files.
