They are definitely testing. I can't imagine they have any less tests than the US has and they are testing people but not many seem to be infected or even dying from it. Other than the one German tourist in Egypt and one man in Argentina I have not heard of a single other fatality in South America or Africa.

This seems a little premature for Denmark but definitely good they got a head start on it before it got out of control like Italy and here in the US. 1

You can never be wrong for acting earlier to try to contain the virus spread. Closing public services may be a drastic move but it would prove to be worthwhile. Minimise contact, mingling and ensuring all who are sick wear a mask and wash their hands often. This virus spreads fast and is very infectious. Other than shutting down the whole country, you can never do more than what you should do when such a virus hits home. 1
