Curtain is clearly not necessary there. When you check the archives you can see Anna never used the curtain. So I vote for remove it.

The shower curtain is not needed to shave so both Anna and Ashley are guilty and should be kicked for this---As far as wrapping a towel around her lower is nothing more than putting on underware  for cover--There have been thousands of girl wrapped in towels strolling everywhere in these houses ----But they definitely should be kicked for shaving behind the shower curtain

I think Anna did it because of Ashley wanted it. She should have insisted that curtain stays open. So yes you are right Anna is guilty here too as she encourages her to hide...
