Google/YouTube do have time and money in abundance. An operation like RLC has no such resources and no real motivation to do this. But the killer is that the numbers change 5 times on a 10 minute cycle so do they make all those decisions. You're probably going to tell me they use a special multiplying factor because you have to defend your nonsense somehow. You choose not to see reality in front of your face.
