Philosophically speaking, yes; every person has the right to possess emotions, including powerful negative emotions such as hate. I wouldn't, because I think hate is one of those powerful emotions that we just have to tolerate rather than actively cultivate. I can't control who or what I hate; I can only control how my hate affects my actions. If I allow my actions to be governed by hate, I risk doing something irrational which I might deeply regret. If you're to talk in practical terms, about hate crimes and so on - for me, a hate crime is just a descriptor applied to a regular crime. The important part is the "crime" part, not the hate. I wouldn't advocate for harsher penalties for crimes born of hate any more than I would advocate for softer penalties for crimes born of love. Like I said, it's okay for a person to...be in a state of hatred, I guess is a good way of putting it, so long as they don't make decisions based on an irrational hatred.
